Participants with Special Needs
The European Comission, along with the Member States, created a Policy for the Integration of Persons with Special Needs, which seeks to provide equal opportunities, namely, in the field of education.
Within the Erasmus+ Programme, 海角大神 guarantees equal access and opportunities for participants from all origins.
Candidates with Special Needs intending on participating in the Erasmus Programme, regardless of a possible Erasmus grant, have the right for an additional support grant , whose value depends on the level of disability.
This additional support for participants with special needs aims at covering additional costs directly related to the participation in mobility activities. People accompanying participants with special needs have the right to benefit from a contribution based on actual costs.
The candidates must inform the International Relations/ERASMUS Office at their School of their special needs and of their intention to apply for an Erasmus mobility and its respective additional support grant.
The International Relations/ERASMUS Office at the School will provide assistance throughout the process of application for the additional support grants and will inform the host institution of a participant with special needs, in order to assure that the institution is fit to accept the application. This correspondence (e-mail) must be included in the application, as an attachment.
Eligible
The Erasmus+ Programme Guide defines individuals with special needs as a 鈥減otential participant whose individual physical, mental or health-related condition is such that his/her participation in the project / mobility Action would not be possible without extra financial support.鈥
It is a broad concept. It depends on the presentation of objective evidence attesting to the type and/or level of disability (physical, mental or health-related) as an obstacle to the participation in Erasmus mobility activities.
Grant
Amount
Grants are based on real costs and meant to cover 100% of eligible expenses.
The amount granted is based on the budget presented by the candidate.
For disabilities of up to 50%, the grant can be 3 times as much as the amount of the monthly grant on the prevailing Erasmus Table.
For disabilities from 50% onward, the grant can be 6 times as much as the amount of the monthly grant on the prevailing Erasmus Table.
Real Costs
The additional support grants for special needs students are based on real costs, which means that the participants must keep all the payment and expense documents as proof, and must turn them in at the International Relations/ERASMUS Office of the School. The School will send these documents over to the Rector鈥檚 Office within 30 days of the participant鈥檚 return.
Should the confirmed expenses prove to be of lower amount than that of the grant, students must return the surplus amount / will not receive the difference. Should the expenses go over the grant amount, there will not be any compensation.
Payment
The additional support grants for special needs students will be paid as follows:
- 60% of the payment in advance upon the signature of the Erasmus contract and along with the first installment of the Erasmus Grant (80%);
- The final amount (40%), in the end of the mobility period.
The maximum amount of funding must not exceed 60.000 鈧 per participant.

Application:
In order to carry out your application to the Additional Support Grant, you must contact your School鈥檚 International Relations/ERASMUS Office, as they will assist you with the required documentation and filling in your application form.
It is recommended that the application be sent to the Rector鈥檚 Office at least 65 days prior to the student鈥檚 departure for the mobility period.
In order to submit the application, the following documents must be presented:
- A medical statement attesting to the level of disability;
- An estimate of the additional costs resultant of the mobility of the person with special needs, with attached documents attesting to it (e.g. print screen of the adapted transportation receipt, adapted accommodation receipt, medical appointments. Further information on the Application Form.);
- The application form, filled-in, signed and dated. The Office of International Relations/ERASMUS must provide assistance when filling in the form. The Rector鈥檚 Office must provide the information concerning the project the participant is enrolled in. In the end, the filled-in document must be sent to the Rector鈥檚 Office for the Rector鈥檚 validation and signature;
- A statement from the Higher Education Institution attesting to having the adequate conditions to host the participant.

Before the mobility:
- Inform your School鈥檚 International Relations/ERASMUS Office of your situation
- Gather all documents necessary for the application
- Fill-in the form with the assistance of the International Relations/ERASMUS Office
During the mobility:
- Do not forget that the additional support Grant for participants with Special Needs is based on real costs, and as such you should keep all the proofs of payment regarding expenses related to the Special Need
After the mobility:
- Within 30 days of returning, turn in all the expense documents you may have at your School鈥檚 Office of International Relations/ERASMUS, and they will send them to the Mobility Unit at the Rector鈥檚 Office

O Guia do Programa Erasmus+ define uma pessoa com necessidades especiais 鈥減essoas com defici锚ncias mentais (intelectuais, cognitivas ou de aprendizagem), f铆sicas, sensoriais ou outras鈥. Em rela莽茫o aos participantes no Programa, 鈥減otencial participante cujo estado de sa煤de, f铆sico ou mental implique que a sua participa莽茫o no projeto/A莽茫o de mobilidade n茫o seja poss铆vel sem apoio financeiro adicional鈥
脡 um conceito lato. Depende da apresenta莽茫o de provas objectivas que atestem o tipo e/ou o grau de necessidade especial (f铆sica, mental ou de sa煤de), que constitui um obst谩culo 脿 participa莽茫o nas actividades de mobilidade Erasmus.
Valor
As bolsas s茫o baseadas em custos reais e pretendem cobrir 100% dos custos eleg铆veis.
O montante de financiamento tem por base o or莽amento apresentado pelo candidato.
Para incapacidades at茅 50% - a bolsa pode ir at茅 3 vezes a bolsa mensal da Tabela Erasmus em vigor
Para incapacidades a partir de 50 % - a bolsa pode ir at茅 6 vezes a bolsa mensal da Tabela Erasmus em vigor
Custos Reais
As bolsas Suplementares para participantes com Necessidades Especiais s茫o baseadas em custos reias, o que significa que os participantes t锚m de guardar toda a documenta莽茫o comprovativa dos custos efectivamente incorridos para entregar os comprovativos no Gabinete de Rela莽玫es Internacionais/ERASMUS da Escola que os envia 脿 Reitoria, no prazo de 30 dias ap贸s o regresso do participante.
Caso os custos comprovados sejam inferiores 脿 bolsa atribu铆da, os alunos ter茫o de devolver / n茫o receber茫o o valor da diferen莽a. Caso superem, n茫o recebem valor superior.
Forma de pagamento
As bolsa Suplementares para participantes com Necessidades Especiais s茫o pagas na seguinte divis茫o:
- Adiantamento de 60% pago com a assinatura do contrato Erasmus e com a primeira tranche da bolsa Erasmus;
- O montante final (40%), no final da mobilidade.
O montante m谩ximo de financiamento 鈥渘茫o dever谩 exceder os 60.000,00 鈧 por participante.
Custos eleg铆veis: Verifique o Formul谩rio de candidatura
Para realizar a candidatura 脿 Bolsa Suplementar, deves contactar o Gabinete de Rela莽玫es Internacionais/ERASMUS da tua Escola que te ajudar谩 na prepara莽茫o da documenta莽茫o requerida e no preenchimento do formul谩rio de candidatura.
Recomenda-se que a candidatura seja enviada 脿 Reitoria com uma anteced锚ncia m铆nima de 65 dias 脿 partida do aluno para mobilidade.
Para submeter a candidatura ter谩 de ser apresentado:
1. Declara莽茫o m茅dica com indica莽茫o do grau de incapacidade;
2. Apresenta莽茫o de estimativa de custos adicionais derivados da mobilidade de pessoa com necessidades especiais, anexando documentos de suporte (por exemplo: Printscreen de custo de transporte adaptado, or莽amentos de quarto adaptado, consultas. Mais informa莽玫es verifique Formul谩rio de candidatura);
3. Formul谩rio de candidatura preenchido datado e assinado. O formul谩rio de candidatura deve ser preenchido com o apoio do Gabinete de Rela莽玫es Internacionais/ERASMUS. Deve ser solicitado 脿 Reitoria a indica莽茫o do Projeto Erasmus em que o participante est谩 inserido. O formul谩rio de candidatura preenchido deve ser enviado 脿 Reitora para valida莽茫o e para assinatura pelo Sr. Reitor;
4. Comunica莽茫o da IES de acolhimento em como tem condi莽玫es para receber o participante.
Antes da Mobilidade:
- Informe o Gabinete de Rela莽玫es Internacionais/ERASMUS da sua Escola da sua situa莽茫o
- Re煤na os documentos necess谩rios para a candidatura
- Preencha o formul谩rio com a ajuda do Gabinete de Rela莽玫es Internacionais/ERASMUS
Durante a mobilidade:
- N茫o se esque莽a que a bolsa Suplementares para participantes com Necessidades Especiais 茅 baseada em custos reais, pelo que deve guardar todos os comprovativos das despesas incorridas no 芒mbito da Necessidade Especial
Ap贸s a mobilidade:
- No prazo de 30 dias ap贸s o regresso entregue todos os comprovativos das despesas incorridas no Gabinete de Rela莽玫es Internacionais/ERASMUS da Escola, que os enviar谩 ao N煤cleo de Mobilidade da Reitoria
